
(PILOTAGE AND CONSERVANCY) DUES
Pursuant to the Harbours Act 1964 (as
amended), Section 10 of the Pilotage Act 1987, the Gloucester Harbour Acts and
Orders 1899 to 2002 the Gloucester Harbour Trustees, as Competent Harbour
Authority for the Gloucester Harbour, fix the following schedule of combined
Pilotage and Conservancy Dues hereinafter referred to as “Harbour Dues” (being
ship dues for the purposes of the Harbours Act 1964), Passenger Dues and Goods
Dues to be levied on all vessels, other
than a vessel used wholly for recreation, navigating or remaining within the
Gloucester Harbour, with effect from 1 July 2007:-
1 HARBOUR (PILOTAGE AND CONSERVANCY) DUES
Subject to a minimum of 1000
tonnes Summer Deadweight, Harbour Dues (which include both pilotage dues and
conservancy dues) will be levied as follows:-

every occasion that a pilot is embarked or disembarked, or an attempt to
embark or disembark a pilot is made or the pilot launch is mobilised to a
cancelled or amended pilotage booking at the Breaksea/Barry Pilot Station |

The above charges will be levied
on specialist vessels and those of high volume to mass ratio such as Ro-Ros,
car carriers and passenger ships using a notional Summer Deadweight tonnage for
such vessels that is calculated by applying the following formula:-
“overall length in metres x the extreme breadth in metres x 2”
subject to a minimum charge based on a
notional 1000 tonnes Summer Deadweight.
Note: Charges will be incurred for any act of
pilotage which has commenced
whether or
not the intended destination is reached.
2 RETENTION ON BOARD
A charge of £180 will be levied on each
occasion on which a Pilot is retained on board for a tide or part thereof due
to operational requirement, ship breakdown, weather, or at the direct request
of a Master.
3 CHARGE FOR ORDERS AND CANCELLATIONS OUTSIDE
DUTY WATCH HOURS
A charge of £30 will be levied on
orders received for pilots outside the hours advertised in the current Notice to Mariners – Pilotage Orders and
Procedures.
4 LATE
ORDERING, CANCELLATION OR
POSTPONEMENT CHARGES
The following charges will be levied
where insufficient notice is given when
a) ordering a pilot,
b) cancelling or postponing an order
for a pilot and
c) a pilot
attends at any agreed point of boarding (including Sharpness) to carry out an
act of pilotage which is cancelled or does not take place (an aborted act).
NB In respect of (c) (above) any charges levied in respect of the
pilot boat will
also be
payable.

COMMERCIAL
(NON-COMPULSORY) VESSELS & PORT SERVICE CRAFT
The following charges will be
levied for non-compulsory commercial and port services vessels which wish to
engage the services of an authorised pilot:-
(a) For vessels boarding/landing at Portishead or Avonmouth £180
(b) For vessels boarding/landing elsewhere in the

PILOTAGE FOR LEISURE CRAFT
All matters relating to the
provision of pilotage for leisure craft exempted from compulsory pilotage will
be handled direct by Gloucester Pilots Partnership.

ASSISTANT
PILOT OR HELMSMAN
When circumstances require, an
additional pilot or helmsman may be embarked to assist the pilot in accordance with the Pilotage Directions. No additional charge will normally be made for this service, but
the Trustees reserve the right to make an appropriate
charge in exceptional circumstances.

PILOTAGE EXEMPTION CERTIFICATE

PILOTAGE EXEMPTION PAYMENTS
A charge will be levied for each vessel navigated by a Certificate
Holder as follows:-
1) For the first trip either in or out or
within the Harbour commencing on 1 January in each year: full Harbour Dues, and
2) For each subsequent trip up to 31
December in that same year, a conservancy charge as specified in 10, 11 and 12
below.
10 CONSERVANCY CHARGE – VESSELS NOT SUBJECT TO COMPULSORY PILOTAGE
Vessels not subject
to compulsory pilotage, other than vessels used wholly for recreation, will be
subject to a Conservancy Charge when navigating or remaining within the

14 PASSENGER DUES
The Gloucester Harbour Trustees do not
currently levy Passenger Dues. However, they reserve the right to introduce such
dues should future circumstances require it.
15 GOODS DUES
The Gloucester Harbour Trustees do not currently
levy Goods Dues. However, they reserve the right to introduce such Dues should
future circumstances require it. (For example, should there be a necessity or
requirement for special measures to be undertaken to assess, supervise, monitor
or otherwise facilitate the carriage of certain goods through the harbour.)
